Don’t Waste Buildings – The Great British Repair Plan for Buildings Under Threat, published by the Don’t Waste Buildings campaign.

Across the United Kingdom, millions of tonnes of valuable materials are lost each year through the routine demolition of buildings. Construction and demolition activities generate almost two‑thirds of the nation’s total waste, around 66 million tonnes annually. Each demolished building increases the demand for new materials such as steel, aluminium, concrete, and brick. Producing these materials releases more than 64 million tonnes of CO₂ every year, a figure higher than the combined emissions from aviation and shipping in Britain.

This reality is at the heart of Don’t Waste Buildings, a national campaign calling for a fundamental shift in how the UK values its existing building stock. The initiative is driven by a diverse group of professionals, architects, engineers, developers, financiers, and heritage specialists, who share a clear conviction: empty or underperforming buildings are not liabilities but untapped social, economic, and environmental assets.

For decades, regeneration strategies have relied heavily on demolition and rebuild. While some structures genuinely require significant intervention, this approach generates substantial upfront embodied carbon that slows progress towards climate goals. Between 2018 and 2022, embodied carbon emissions fell by only 4%, far below the 17% reduction needed to stay on track for Net Zero. At the same time, vacancy rates in offices and retail spaces continue to rise, with 7.6% of offices standing empty and more than 10,000 shops closing in 2023, all in a country facing a severe housing shortage.

As is often said in sustainable architecture, the greenest building is the one that already exists. Most buildings under threat can be restored, adapted, or repurposed. They can be made attractive again, revitalising high streets and neighbourhoods while dramatically reducing emissions. Reuse offers an immediate, practical, and socially grounded response to both the climate crisis and the challenges facing communities across the country.

Despite world‑class examples of retrofit and adaptive reuse in the UK, these projects remain exceptions rather than the norm. Embodied carbon is still unregulated, VAT rules favour new construction, and short‑term financial considerations often discourage reuse, particularly for SMEs. Removing these barriers is essential if the entire industry is to participate in the transition to a greener built environment.

Don’t Waste Buildings is working to accelerate this shift. The campaign is exploring policy options and financial incentives that would make reuse more straightforward and more profitable. It is gathering evidence and best practice from across the sector, engaging policymakers, demonstrating the potential of repurposing commercial buildings and empty housing, collaborating with aligned organizations, and supporting communities to amplify the message locally.

The initiative offers a clear and compelling vision: reducing embodied carbon is not only a technical challenge but a cultural and economic one. Reusing existing buildings is a powerful strategy for cutting emissions, revitalizing neighborhoods, and ensuring that the UK stops discarding valuable resources. It is an invitation to rethink how we build, how we regenerate, and how we value what we already have.
