WE OFFER: 

The CoM is a major Commission initiative started in 2008 and included in the Green Deal. It
aims to encourage climate action at local level, on climate change mitigation, adaptation and
energy access/poverty. In the EU, over 10,000 cities and local authorities have joined the
initiative. The CoM has become a global movement, the Global Covenant of Mayors for
Climate and Energy (GCoM).

The JRC is entrusted with the task of cleaning and validating the data reported by cities, and
publishing them as open data in order to encourage scientific research on the initiative. The
database is key for the JRC scientific analysis.

The successful candidate will work on database management and scientific data analysis, in
close collaboration with a very dynamic and motivated team of researchers with
multidisciplinary background and expertise. The main output of the work will consist in high level technical reports on the assessment of the data and contribution to policy documents.
The successful candidate will be also encouraged to publish the results of her/his research
activities in the open scientific literature.

WE PROPOSE:

The jobholder will provide scientific support for research activities for the Global Covenant of
Mayors initiative, in particular for data management and analysis.
The successful candidate will mainly perform the following tasks:

  • Support to the JRC database for the Global Covenant of Mayors;
  • Carrying out statistical analysis, screening and cleaning the data for the Global Covenant of Mayors initiative;
  • Contribute the data acquisition, transfer and data publication for the Covenant of Mayors initiative;
  • Follow up technical and administrative matters, assist to draw up science for policy reports, technical reports and scientific articles in the fields above, in particular for the aggregate assessment of the initiative;
  • Organise and follow up experts’ meetings in the fields indicated above;

 

WE LOOK FOR:

We are looking for Project officer – Scientific Technical Officer for Data Management and
Analysis.
We look for a person with the following essential requirements:

  • A degree in a relevant subject (data science and informatics, engineering, economics, environmental sciences, urban planning) together with a minimum of 5 years of relevant experience, or a Ph.D.
  • A high level of spoken and written English (B2) is essential.

We look for a motivated, flexible and reliable colleague who is able to develop new concepts and new methodologies over a number of varied and complex tasks.

The successful candidate has:

  • Strong analytical and quantitative data analysis skills and experience, incl. database management, statistical analysis and programming.
  • Knowledge and experience with common statistical analysis packages.

Good drafting skills, supported by proven track-record of published reports and peer reviewed scientific publications are an asset.

S/he should be a team player, able to carry out activities in a multi-disciplinary team, in close cooperation with other team members and have good communication skills with experts and non-experts, while being able to work in a proactive and autonomous way.
